Mr PEDERICK (Hammond) (16:55): I rise to speak to the Appropriation Bill in regard to the 2021-22 budget. This is a budget that is focused on creating jobs, providing better services and building what matters. This budget includes a range of measures that support local jobs and longer term economic growth. They include additional funding for the Jobs and Economic Growth Fund, formerly the Economic and Business Growth Fund, bringing the capacity of the fund to $200 million over the next four years, and extending the payroll tax exemption for apprentices and trainees for a further 12 months.

Mr PEDERICK (Hammond) (12:25): I rise, too, to support the Rail Safety National Law (South Australia) (Alcohol and Drug Offences) Amendment Bill. It is not very often that I am in agreement with the member for West Torrens.

Mr PEDERICK: I first want to make the comment that I think we had a very respectful discussion a fortnight ago in this place. Everyone knows my position on the Voluntary Assisted Dying Bill 2020. At the finish, I will not be supporting it but I will be supporting any amendments that seek to improve the bill along the way, and I appreciate the work done by the deputy leader and the member for Davenport in coming to agreement on those amendments. It shows what can be done in this place.

Mr PEDERICK (Hammond) (22:02): I rise to speak to the Voluntary Assisted Dying Bill 2020. I have been one who has made it perfectly clear where I am going to go on this bill, and I will not be supporting it. I will watch the debate with interest when we get to the committee stage, on the 124 clauses, to see what amendments I either support or not support. I note the amendments put forward by the member for Davenport in getting institutional rights of conscientious objection up, and I commend him for that.

Mr PEDERICK (Hammond) (16:36): I, too, rise to speak to the Martindale Hall (Protection and Management) Bill. My first few comments are that there has been a lot of misinformation about what we are trying to do here as a government with this bill. Last night, I was talking to a friend of mine who said, 'You're just going to sell it because that's what they said on the radio.' I said, 'Don't believe everything you hear.' That is not going to happen. What has been put so well in this place already by the member for Flinders is that it is about an opportunity for public ownership and private entrepreneurialism to make this gem really shine.

Mr PEDERICK (Hammond) (11:13): I rise to speak to the Planning and Development Infrastructure (Constitution of Commission) Amendment Bill, moved by the member for Light, and support all the comments made by the Deputy Premier and the member for Schubert. Planning can be fraught and, at the ground level, different planners can have different views.

Mr PEDERICK (Hammond) (17:14): I rise to make a contribution in relation to the Health Care (Governance) Amendment Bill 2020. The background of this bill has a long history. It is the second stage of the Marshall Liberal government's commitment to decentralise decision-making in the public health system through the establishment of metropolitan and regional governing boards. The Health Care (Governance) Amendment Bill 2019 lapsed by prorogation on 19 December 2019 before it could be passed to implement the second stage of the government's commitment to decentralise decision-making in the public health system.
